APPLIED ART OF YOUNG ARTISTS

 “Magical Hands”, the title of the exhibition of jewelry and clothing, which will under patronage of City Municipality of Palilula and Nis` Cultural Center held on Saturday, 02nd April 2011th in hall of Nis` Cultural Center, Street Stanoja Bunusevca bb.On press conference, which was held on this occasion in Palilula Municipality, about this project spoke Boban Mikic, member of the Council of Palilula Municipality, Marija Radosavljevic, professor of Art School in Nis and Angelina Andrejevic, graduate interior designer. According to Boban Mikic, Palilula Municipality support young artist of applied art, to be recognizable wider communities.On one-day exhibition in hall of Nis` Cultural Center, from 1pm to 9pm, will be exposed jewelry and handmade clothing and unique workmanship and woven items of Association of women from Svrljig – “Golden Thread” and Art School from in Nis.

FARMERS HELPING VULNERABLE RESIDENTS

 The time in which we live have less people who have possibilities and a séance of solidarity and charity. Yet there are positive examples. Last week, farm of family Mitrovic from village Bubanj donated to Students` Center Nis, 200 kg of spinach. In this step Mitrovic decided primarily for humanitarian reasons, because they did not want the remaining spinach, from spring harvest, perish in barracks. Velibor and Desanka Mitrovic already five years he`s been involved in vegetable growing in greenhouses. Currently they use four greenhouses for this agricultural producing, which is organized in village Bubanj.Visiting households on territory of City Municipality of Palilula within the Municipal project from program Exchange 3, that is focused on strengthening of vulnerable groups, practically we make sure that on our territory is many families which are in difficult financial situation – says Boban Mikic, member of Municipal Council. As responsible organization of local self government we made a call to socially responsible enterprises from our territory to show solidarity with families who live in difficult conditions and to help their recovery.

WITH SPRING AND INTER – SPACE GREENERY

 With the first spring days in City Municipality of Palilula announced and implementation of the Program of activities on planning of inter – space as and support to the numerous initiatives of the citizens in the settlements of municipality. During the greenery of inter – space in settlement Rasadnik, which visited Milos Stojkovic, member of Municipal Council. “Our goal is to increase green and park areas in Palilula” – highlighted member of the Council Stojkovic. On the occasion of World Day of Forest and Day of Water, we participated with our citizens in arranging and cleaning of large space of park area in settlement Ledena Stena and then and riverbed of Gabrovacka river in settlement “Crvena Zvezda”. Inter – space in settlement Rasadnik with this action got a new glow. Otherwise, arranging of green areas, follows and new facilities as setting playgrounds, swing, slides for recreational activities of youngest residents. “Our Municipality is participant of project of national campaign “Green cities of Serbia”

ACTIVITIES AND PROGRAM EXCHANGE 3
IN NEW SPACE

 Premises of the old mill in the village Gabrovac, thanks to the support of the City Municipality of Palilula, renovated and equipped for gathering and social activities of residents of this settlement. Village Gabrovac has more then 1,700 residents. Large number of working – age population left out the job in the process of privatization of enterprises and has about 400 pensioners. According to Jugoslav Zivkovic and Svetislav Petrovic, members of Assembly of Palilula Municipality, new space will have an important role in gathering of residents and meetings.On this occasion president of Palilula Municipality Prof. Dr Igor Novakovic and president of Assembly Milan Djurdjevic, with associates, visited village and with members of Citizens` Council and interested residents discussed about development priorities. City Municipality of Palilula in its Development Strategy give special priority to the activities to improve quality of life of residents in settlements both in urban and village.

PEOPLE RESPONSIBLE FOR THE CONSEQUENCES OF
POLLUTION RESOURCES?

 World Water Day, marked last weekend with work activities on arrangement of riverbed of Nis Gabrovacka river, in the part of settlement Crvena Zvezda Under patronage of City Municipality of Palilula and support of PUE “Mediana” and PUE “Naisus” consortium of organizations of civil society with media EKOPOLIS network, citizens of this settlement, association Puls, representatives of Office for Youth Palilula, successfully organized one more ecological action. According to Milan Djurdjevic, president of Assembly of Palilula Municipality, this activity is realized under the motto “Water for cities: Answer to urban challenges”. Collected waste immediately took workers of PUE Mediana. There were tires, carpets, plastic but and other waste from households. Action was and warning to negligent residents of the this part of the city that in the future utility police will react decisively in cases that violate hygiene in settlements.

NEW VEHICLE FOR CAPACITY STRENGTHENING

 From the project “Strengthening of Municipal capacity to improve the quality of life for socially vulnerable groups”, to the City Municipality of Palilula were provided one off – road vehicle HYUNDAI IX35 2.0 which was presented to the public in the village Bubanj, in the presence of members of mobile teams of the project and management to Municipality. Value of the vehicle, donated by the European Union from program Exchange 3, is 16.000 euros, without duties and taxes. On the basis of international agreements, donations from EU are not subject to tax and custom duties. According to president of Municipality, Prof. Dr Igor Novakovic, this vehicle is intended to strengthen capacity of Palilula Municipality in area of psycho – socially and preventive medical assistance and creation of sustainable and integrated model “protection in community”, on-site, for vulnerable groups in society and activity of multi – disciplinary mobile teams.

 Dear residents of Palilula, citizens of Nis, we invite you to actively participate this weekend in celebration of global action “Earth hour”! “Earth hour” is international initiative created 2007th in Australia – Sidney. Start was successful and in coming years, an increasing number of interested joined the program. Last 2010th year to the campaign jointed 128 countries with over 4.500 cities that stayed in dark to show support for the preservation of the planet. In Serbia, this action supported 40 cities and municipalities including and City Municipality of Palilula with organizations of civil society and media EKOpolis network. Today this action support millions of like – minded in over 6.000 cities across the globe. “Climate change is reality in which we live and which remind us constantly that we are, as part of global community, only we responsible for future of life on our planet. Goal of this activity is that symbolic send message that everyone of us can make great things if he change daily habits and rationally dispose with resources”.

WATER FOR CITIES – ANSWER TO URBAN CHALLENGES

 On the occasion of WORLD WATER DAY, under the patronage of City Municipality of Palilula and PUE “Naisus”, Citizens` Council of the settlement “Crvena Zvezda”, consortium of organization of civil society with media EKOPOLIS network, Office for Youth Palilula, PUE “Mediana”, organizing on Saturday, 26th March, next to new bridge on Gabrovacka river, ecological action on the coast of Gabrovacka river. With motto “Water for cities: Answer to urban challenges” representatives of management of Palilula Municipality, Public Utility Enterprise “NAISUS”, organizations of civil society, will address to the public and take a part in activities of cleaning of the coasts of Gabrovacka river.Work activity of cleaning on this location will be held from 10am to 1pm. City Municipality of Palilula is since 2006th partner and participant in numerous ecological projects of national and international significance: “Clean up the World – Clean up the Serbia”, which generating in cooperation with EKOpolis and other organization of civil society.

MUNICIPALITIES AND NGOs IN ACTION

 World Forestry Day is celebrated in Nis joint action of organizations of civil society and local authorities. In that took a leading city municipalities Palilula and Pantelej. The first, in Sunday, under patronage of City Municipality of Palilula, Association of citizens PULS and consortium of organizations of civil society with media EKOPOLIS network, students of schools, utility enterprises, citizens council and Office for Youth of Palilula, organized action of cleaning and planting of new trees in green, located between two schools – Elementary School “Bubanjski heroji” and Special School “Bubanj”. Working activity on this location gathered about 40 volunteers, citizens of this part of settlement in Palilula and members of NGOs sector. It was worked on cold and rainy weather from 10am to 02pm with support of workers of PUE “Medijana” and PUE “Gorica”. Result of this activity: collected about 80 bag waste, mostly plastic but and others kind of waste from households.

 Toward successful implementation of Strategic Plan of Development of City Municipality of Palilula, improvement of quality of life of citizens and better cooperation with organizations of civil society, administrations and institutions of the City, to develop project of interest for local community in 2011, president of Municipality, Prof. Dr Igor Novakovic, held working meetings with leaders of organizations “Proaktiv”, “Protecta”, County Development Agency “South”, Office for Local Economic Development “KLER” and in preparation is meeting with the team of Project Center – Administration of Economy, Sustainable Development and Environmental Protection of City of Nis and other interested organization. On this occasion, representatives of management and project team of Palilula Municipality exchanged project ideas, views of local and regional development, they discussed about possibilities of cooperation of public and NGOs in the process joining of our country to the EU, improvement of project activities.

SAVE SMALL FOREST –
LUNGS OF LEDNA STENA

 On the occasion of World Day of the forest, under patronage of the City Municipality of Palilula, Association of citizens PULS and consortium of organization of civil society with media EKOPOLIS network, students of the schools, utility enterprises, citizens` council and Office for Youth of Palilula, organizing action of cleaning and planting new trees in green space, located between two schools – elementary school “Bubanjski heroji” and special school “Bubanj”. Work activity on this location will be held in Sunday, 20th of March from 10am to 14pm supported by PUE “Medijana”, PUE “Gorica” and Administration of Agriculture and Rural Development. This small “green oasis” currently is an area for waste disposal and at the initiative of citizens could be a recreational park, because at its edge belongs to the forest complex of Memorial park “Bubanj”. That’s why it was created slogan “SAVE SMALL FOREST – LUNGS OF LEDENA STENA” and great desire of residents of this settlement that instead of the landfill near their homes have landscaped area.

 Multidisciplinary mobile team of City Municipality of Palilula, which realizing project “Strengthening of Municipal capacity to improve the quality of life for socially vulnerable groups”, within the program Exchange 3, for four months assisting on territory of Palilula Municipality socially vulnerable, old and infirm persons, disabled and elderly who are immobile and depended on other people` help. On this occasion, president of City Municipality of Palilula, Prof. Dr Igor Novakovic and president of Assembly Milan Djurdjevic, with associates, members of the Council and mobile teams which provides services to the socially – vulnerable residents of Palilula, visited family Simonovic in the village Pasi Poljana. Nebojsa Simonovic lives with his wife and two grandchildren, Milos, (student of Traffic scool, age 17) and Milica, (19 years old student of School of Economy) in very difficult conditions with 15.600 RSD family pension received by children after the death of their father

 City Municipality of Palilula was elected late last year as one of 12 municipalities in Serbia for technical support of the Project SME IPA 2007 – for making action plans of development. On this occasion, was held more consultative meetings but and two workshops for training of project teams.President of Palilula Municipality Prof. Dr Igor Novakovic, after ending of training – workshop for coordination team, which is realized in Palilula Municipality, held a press conference. Of importance of this project and method of development of plan of action, except president of Municipality Novakovic, to the representatives of media spoke and Boban Mikic, member of Municipal Council, Milan Nikolic, chief of Department of Economics and Local Development, Slavka Zupan and Jelena Mihajlovic – Tanasijevic, experts on the project SME IPA 2007.

RAP – DEMO LEAGUE WITH SUPPORT
OF PALILULA MUNICIPALITY

 Informal rap artist, have the opportunity that within “RAP – DEMO LEAGUE 2011”, from 11th March in the club “Svit”, weigh their strengths before the home crowd. For this unique music manifestation, which brings together mostly students, so far applied 16 young rappers. Competition will be held every Friday until 15th April, and applying for participation is possible and during the manifestation. This activity of young supported and City Municipality of Palilula. According to organizer of this competition, Mihaila Ristovica, already affirmed DJ, on this idea to organize “REP – DEMO LEAGUE 2011” in Nis, came with his colleague Alexander Julovski. We imagined that every Friday, from this week, to the Nis` audience present the four performers, where two passes to the next round, but their number will increase by night, if in the meantime some more group sign up – says Ristovic.Fifth week is semifinal, sixth final, when the jury will select the winners of the competition.

A MEETING OF COORDINATORS FOR
THE ACTION PLANS HELD

 Within the Component 1, of the project SME IPA 2007, “Municipal planning”, in Belgrade 9th March 2001 was held a meeting of Municipal coordinators for Action plans and represents of the project SME IPA 2007.
On the base of previous the announced open call to the Municipalities, last year was signed and Memorandum of cooperation between Program of support to the municipalities of IPA 2007 and 12 local self governments in Serbia, for support of development of action plans. Goal of this meeting, according to Milan Nikolic, chief of the Department of Economy and Local Development of Nis` Municipality Palilula, was mutual exchange of experiences of Municipal coordinators and discussion about process of making Action plans of municipalities.The meeting was attended by coordinators of 12 municipalities: Kanjiza, Kula, Koceljeva, Topola, Paracin, Raska, Bojnik, Vlasotince, Trgoviste, City Municipalities of Palilula – Nis and cities Uzice and Novi Pazar.

SHROVETIDE HELD IN GORNJE MEDJUROVO - “KARAVESTICE” 2011

 For holiday “Shrovetide”, which represents beginning of Christian lent before Easter, Equestrian club “Nonius” with support of City Municipality of Palilula organized in Gornje Medjurovo, third time manifestation “Karavestice”, with the aim of returning the folk tradition and original creative work. Hosts this years “Shrovetide” were Toni and Jasna Ilieski.
That the old Serbian traditions still attract great attention showed large presence and gathering of residents of Medjurovo but and surrounding villages and numerous guests from city Nis. For good mood of the present people took care Ivana and Riki Nedovic, actors of Nis` National Theatre. Traditions and customs that is cherished in these parts near river Nisava and Morava revived the original group Kovilje, which is with its program for this holiday delighted everyone, and most ritualistic stage program and specific speech this region.

HELP TO THE CHILDREN WITH DISABILITIES

 Parents of the children with disabilities finally can take a break thank to the humanity of the leading people from city municipalities Medijana, Palilula, Pantelej and Doljevac who are in the CM Medijana signed consortium agreement of partnership on the project “Breather”. Beside carrier of the project important link in the chain of its realization will be Associations of single – mothers, Institution “Mara”, Home “Dusko Radovic” and organization of Red Cross Doljevac.Essence of the project is that will kids with mental health history and their parents, during 18 months be able to count on the practical and professional help of trained housewife from the Association of single – mothers. Hand of cooperation will provide them and psychologists, educators and other experts of Association “Mara”. With all of this, parents will be able to leave kids on take care of in the Home “Dusko Radovic” where will about them take care experts, half day, day or more days.

PRESENTED WORK OF
FIELD GUARD SERVICE

 City Municipality of Palilula as responsible organization of local self – government of the city in service of citizens, promoted a beginning of work on the project – “Work of Field Guard Service”. On this occasion, in the hall of Nis` Cultural Center, representatives of Administration of Agriculture and Rural Development, gave a presentation of the project for presidents of Citizens` Council from the territory of Palilula Municipality, members of agriculture associations and members of Assembly from rural area of Palilula Municipality. About program of work of field guard service and cooperation with citizens on the territory of City Municipality of Palilula spoke Boris Petrov, engineer of agriculture and agro economics and Boban MIkic, member of the Council of Palilula Municipality. As they have said this service aims to improve safety of crops on rural area, as to take care of environment preservation.
